Environmental Regulatory Specialist | Benzene Compliance Expert | 20+ Years of Experience

Ruth Benning is an environmental professional with more than 23 years of experience in air quality compliance, with a specialized focus on the Benzene Waste Operations NESHAP (BWON, 40 CFR 61 Subpart FF). She began her BWON career during the wave of refinery consent decrees in the early 2000s, leading the implementation of numerous BWON programs and the enhanced provisions required under Consent Decree compliance. Her expertise includes third-party compliance auditing, annual BWON TAB/BQ updates, reporting, and compliance program development and design documentation.

As the owner of BWON Solutions, Ruth has helped refineries and petrochemical facilities design and implement effective BWON programs, while also preparing for and responding to EPA audits, observation reports, and findings. Known for translating complex regulations into practical solutions, she balances technical rigor with operational realities. Ruth holds a degree in Chemical Engineering and an Masters of Business Administration.
